Steven LaCava, President
Steven LaCava has served as President of Complete Security & Technology Solutions Inc. (CSTS) since 2020, with a focus on providing professional, reliable, and innovative security solutions. In addition to his role at CSTS, Steven is a full-time Sergeant with the Millville Police Department, bringing years of law enforcement experience to both public service and private security.
From 2020 to 2025, Steven served as a Reserve Police Officer with the Douglas Police Department. Before that, he worked as a Special State Police Sergeant at St. Vincent Hospital from 2010 to 2019, further developing his expertise in public safety and security operations.
Steven holds a Bachelor’s Degree in Criminal Justice from Southern New Hampshire University and is committed to delivering high-quality service, strong leadership, and dependable results in every role he undertakes.
Philip Franzen, Vice President
Philip has served as Vice President of Complete Security & Technology Solutions Inc. (CSTS) since 2020. He brings a wealth of experience in public safety, with a background that includes serving as a part-time police officer in Millville from 2017 to 2021. In addition to his police service, Philip has spent years as a call firefighter for the towns of Mendon and Millville, further deepening his understanding of emergency services and community safety.
Philip also served as a Special Police Officer (SPO) in Boston with Longwood Security, adding valuable experience in urban security operations. His combined experience in law enforcement, fire services, and private security gives him a unique perspective on the security needs and challenges faced by our clients. This insight helps drive CSTS’s commitment to delivering comprehensive, reliable, and tailored security solutions.
